Jakarta – Finance Minister Purbaya Yudhi Sadewa reported that the realization of the State Budget (APBN) experienced a deficit until September 2025 of Rp371.5 trillion or 1.56 percent of Gross Domestic Product (GDP).
“Until the end of the third quarter of 2025, the APBN performance remained stable with a deficit of 1.56 percent of GDP, lower than the full-year outlook of 2.78 percent of GDP,” said Purbaya in APBN KiTa, Tuesday, October 14, 2025.
Purbaya also said that the primary balance still recorded a surplus of Rp18 trillion as of September 2025. This shows that fiscal consolidation is continuing.
Then, state revenue until the end of September 2025 reached Rp1,863.3 trillion or 65 percent of the 2025 State Budget outlook. This figure decreased by 7.2 percent yoy.
Meanwhile, tax revenue amounted to Rp1,516.6 trillion, contracting by 2.9 percent yoy, with tax revenue of Rp1,295.3 trillion, decreasing by 4.4 percent yoy, and customs and excise revenue of Rp310.4 trillion, growing by 7.1 percent yoy.
“Although lower than the same period last year in nominal terms, this pressure mainly stems from the decline in global commodity prices, which has affected tax revenue, particularly in the oil and gas and mining sectors,” he explained.
On the expenditure side, the Finance Minister noted that state spending amounted to Rp2,234.8 trillion, or 65 percent of the target in the 2025 State Budget. (*)
