Jakarta – The Financial Services Authority (OJK) has set a maximum foreign ownership limit for online lending operators in Indonesia at 85% of paid-up capital.
Agusman, the OJK’s Executive Director of Supervision of Financing Institutions, Venture Capital Companies, Microfinance Institutions, and Other Financial Services Institutions, explained that this restriction was implemented to provide opportunities for foreign investors to contribute to the development of the pindar industry.
“This also opens up opportunities for domestic investors to meet the capital needs of pindar operators,” said Agusman in his statement, quoted on Tuesday, October 21, 2025.
However, he said, for operators whose foreign ownership exceeded 85 percent before POJK 40/2024 was enacted, an exception would be granted as long as there were no changes in ownership.
“If there is a change in ownership, the operator must adjust the maximum foreign ownership limit to 85 percent within a certain period,” he explained.
In addition to ownership aspects, the OJK also emphasizes the importance of management track record, compliance, integrity, and risk mitigation as criteria for assessing the operational eligibility of foreign fintech companies applying for licenses in Indonesia.
“To that end, the OJK is strengthening its supervision to ensure that fintech operators comply with applicable regulations, manage risks adequately, and improve transparency to investors and consumer protection,” he explained.
Growth Trend of Foreign Lenders
On the other hand, OJK noted that funding growth from foreign lenders to the fintech industry in Indonesia continues to increase year-on-year (yoy), indicating high global investor interest in this sector.
Agusman said that funds from foreign lenders to the pindar industry continue to increase. As of July 2025, outstanding funding from foreign lenders increased by 0.33 percent yoy with a nominal value of Rp12.61 trillion.
However, this figure is slightly lower than the previous month, May 2025, which reached IDR 13.09 trillion. Financing for the pindar sector funded by foreign lenders increased in nominal terms compared to the May 2024 period, which was recorded at IDR 11.43 trillion. (*)
