Jakarta – The government has emphasized that the 2025 Economic Stimulus Package, designed by President Prabowo in mid-September 2025, will be targeted at those most in need.
It is known that the economic package consists of 8 acceleration programs for 2025, 4 programs to be continued in 2026, and 5 main programs for labor absorption (8+4+5).
“Approaching one year of government, the government will ensure that all programs and budgets that have been planned must be truly beneficial and targeted at the people who need them,” said Cabinet Secretary Teddy Indra Wijaya in an official statement after a limited coordination meeting (rakortas) with the Red and White Cabinet, quoted on Thursday, October 2, 2025.
He explained that the meeting also emphasized the acceleration and optimization of budget utilization in each ministry and institution.
“This meeting emphasized that the utilization of each ministry’s annual budget must be in line with its absorption capacity and must meet the targets. If the targets are not met, the budget will be diverted to other programs that can be directly felt by the community,” he said.
Meanwhile, Coordinating Minister for Economic Affairs Airlangga Hartarto believes that various strategic policies taken by the government will be able to boost national economic growth.
“The government is optimistic that economic growth of 5.2 percent can be achieved, God willing,” said Airlangga in a press statement after the meeting.
Airlangga said that a number of indicators showed good results, including the inflation rate, the manufacturing purchasing managers’ index (PMI), and the trade balance surplus.
“The manufacturing PMI is still expanding at 50.4, and there is also an export surplus of 5.49 billion US dollars,” said Airlangga.
2025 Economic Package
Regarding the progress of the implementation of the 8+4+5 2025 Economic Package, the national internship program for fresh graduates for a maximum of 1 year will be opened in mid-October 2025, involving state-owned enterprises (SOEs) and private companies.
This program, which is included in the 8 programs to be accelerated in 2025, targets 20,000 beneficiaries.
“The internship program is ready, and this time companies are included in the SIAPkerja system, which will be open for registration on October 15,” said Airlangga.
For the expansion of Income Tax Article 21 Borne by the Government (DTP) for participants in the tourism sector, the government has prepared a Minister of Finance Regulation (Permenkeu). Income Tax Article 21 DTP will cover 552,000 workers in the hotel, restaurant, and cafe (horeka) sectors with salaries below IDR 10 million.
“Then there is food assistance for 18.3 million beneficiary families, which is also being prepared and will be launched soon in relation to rice and cooking oil, which is 2 liters per month, so that it becomes 4 liters of Minyakita,” said Airlangga.
The next program is a policy to provide assistance with Work Accident Insurance (JKK) and Death Insurance (JKM) contributions for non-salaried workers, including online transportation drivers, motorcycle taxi drivers, drivers, couriers, and logistics personnel. This program targets around 730,000 beneficiaries with a 50 percent contribution discount.
Then there is the BPJS Ketenagakerjaan additional housing service benefit program, with a target of 1,050 housing units. Furthermore, the government, through the Ministry of Public Works and the Ministry of Transportation, is also rolling out a labor-intensive program.
In addition to the implementation of the economic package, the coordination meeting also discussed additional stimulus to boost economic growth and people’s purchasing power, including during the Christmas and New Year holidays.
Other strategic government programs, such as Free Nutritious Meals (MBG), flagship schools, and support for micro, small, and medium enterprises (MSMEs) were also discussed.
“The government will provide additional stimulus in the fourth quarter. The President’s directive is that the additional stimulus should reach the fourth decile or more than 30 million beneficiary families,” he concluded. (*)
